That's normal and has been like that since Bungie. You must have had vets enabled. On Grave/Web you can get up to 4 Wights without even trading (because you can't trade them). On Grave you start with 1 and on Web you start with 2. If you didn't kill or lose your Wights in previous games you get to keep a few more than normal. Most maps don't do this, so Grave/Web are either the only ones or are among a very rare few that do.
