Why is QR3 a copy of QR1?

I raise dantski's call,
Please schedule QR3 so that teams are playing teams they have not played against yet.
You can always replay the QR1 schedule for QR4, or use it for tiebreakers. Then again I haven't read the rules, I'm not sure if the QR results impact the elimination seeding or if they are just used to keep the ball rolling.

QR only is reflected in DE in how the teams shake out.
