other ppl applied have no team?

So players like Obelix, and a few others that are not on a team, are they going to be subs or filled randomly on teams because I see it as unfair or discouraging to get people who jotted their name down and actually took the time to apply here not even get a chance to play. After all its about getting more people to attend tournaments to build into more teams.
